Underground characters are those who do illegal things but are not allied to Voldemort. They are common criminals: thieves, smugglers, traffickers, artifact dealers, mercenaries, fritzers, and so forth. Dark Wizards tend to be part of the Underground, but not all members of the Underground are Dark Wizards. This moniker typically only applies to actual practitioners of Dark Magic or those who trade in Dark artifacts.

Double identities are not quite as crucial to Underground characters as they are to Death Eaters. Although many of these characters have aliases, they don't typically live double lives. Their Underground jobs are typically their primary sources of income. That said, they still must be cautious - they are breaking laws and the MLE would just as soon see them behind bars.

There is no real rank system here. The Wizarding Underground is essentially dog-eat-dog - these characters will be most successful if they maintain a variety of contacts, both inside and outside the Underground faction, with whom they can exchange favours and services. If you have a lot of powerful friends you might have more leeway as far as who you can piss off. If you don't, you should be prepared to tread carefully.
