This department regulates and maintains the floo network, issues permits for portkeys, tests for and issues Apparation licenses, and issues flying tickets for wizards who fly their brooms at restricted altitudes through Muggle areas. It is basically a large bureaucracy consising of clerks and the service wizards who build and maintain the floos.
